This week, I delivered the Congressional Western Caucus's Weekly Address. I discussed public land management, an issue that’s important to many Western States. In Nevada, four out of every five acres of land is owned by the federal government – the highest percentage of federal land ownership in any state. It’s not news to anyone, especially in the intermountain west, that one of our greatest challenges in managing millions of acres of federal land is finding the right balance between multiple use and conservation. In attempting to find a balance, Western governors, state agencies, county commissions, and numerous local and regional stakeholders have demonstrated over the past several decades their ability to be responsible, effective stewards of lands and resources within their jurisdictions. This week, the House took action to target harmful regulations by restoring control at the state and local levels. We also passed legislation that will update outdated laws to protect American’s constitutional rights. Below are a few bills that may be of interest to you:
Overcoming the "Washington knows best" Mentality
With my support, the House successfully voted to roll back the Bureau of Land Management’s (BLM) Resource Management Planning Rule, also known as Planning 2.0. This sweeping regulation impacts all future BLM Resource Management Plans, taking power away from the county commissioners and state field officers who live and work on these lands, and are more inclined to ensure proper stewardship of its resources. H.J.Res.44 will return power to the local communities most affected by federal land management decisions.

Improving American’s Privacy Protections
Nearly 30 years ago, Congress passed the Electronic Communications Privacy Act (ECPA) of 1986 to provide a fair balance between the privacy expectations of American citizens and the legitimate needs of law enforcement agencies. However, there is broad consensus that the ECPA is outdated and contains insufficient protections for Americans’ privacy. This week, the House passed the Email Privacy Act, legislation to modernize the ECPA, ensuring it keeps pace with ever-changing technologies to protect your constitutional rights.

Supporting a Group of American Heroes
Hailing from all branches of the Military, Vietnam helicopter pilots and crewmembers account for nearly ten percent of all Vietnam casualties. These pilots and crewmembers touched every aspect of efforts during the war, serving as transportation for soldiers and civilians, and providing critical battlefield support. However, there is currently no national monument honoring their joint sacrifice. The Vietnam Helicopter Crew Monument Act, legislation I reintroduced this week, will ensure this group of American heroes finally receives proper recognition.

Rural Update
Flooding in Elko County
I drove out to Elko County this week to evaluate the flood damage. An Emergency Operations Center has been established at the Sheriff’s office in Humboldt County. Residents affected by the flooding may call Central Control at (775) 623-6428 with any request for assistance. Sandbags are also available at the Spring Creek Fire Department. Residents may call: (775) 753-6411 for assistance.
