Project Description: This project will bring potable water to the RSIC reservation in Hungry Valley. It will connect to a potable water pipeline that currently terminates in Lemmon Valley and transport that water to Hungry Valley. The current potable water supply in Hungry Valley is inadequate for present demand. It is a low-quality supply because of the need to mix and dilute the well water that is the current source of drinking water in Hungry Valley. Continued development for the Reno-Sparks Indian Colony members, both for residential uses and for commercial, educational, industrial and recreational uses is not possible without the additional water and the improved water quality that this project will bring. This request is for the engineering and design of the pipeline from the terminus of the present Truckee Meadows/Vidler pipeline in Lemmon Valley to the proposed distribution point in Hungry Valley. This will include identifying the appropriate location of the pipeline corridor, determination of size of pipe, pumps as well as the construction drawings. This will provide the ability to apply for construction funding for the project.

Project Description: The Fernley Water Treatment Plant uses multiple groundwater wells to supply groundwater to the plant. The city wishes to supplement the groundwater treated at the plant with a new surface water source pumped from the nearby Truckee Canal. This will require some new facilities and modifications to existing facilities. The city has accepted the dedication of surface water rights throughout the years as a part of new development. The city needs to pursue its surface water rights to diversify its water resources to meet growing demand and prove beneficial use of the rights. This specific project is for the engineering and construction of facility upgrades at the Fernley Water Treatment Plant to ensure a continuous supply of clean drinking water to the community. In the Fall of 2023, the city finished constructing a takeout structure on the Truckee Canal with a pipeline to a pump station within its water treatment plant. Water will divert from the canal into the pipeline and be pumped into the plant for treatment and distribution into the city’s water system.

Project Name: Virginia City Divide Water Main Project

Project Description: The funding for this project would be used to replace the existing main potable water pipelines in Virginia City, Nevada. The only water source available to Virginia City is surface water from the Marlette Water System, which travels from a storage reservoir 14-miles to the Virginia City Water System. Historic susceptibility to devastating fire loss along with the increase in drought-driven wildfires throughout the west, highlights the need for a robust water system that can accommodate the expanding growth in tourism while ensuring residents have access to safe drinking water. Virginia City’s water system is in danger of catastrophic failure as most of the pipeline was installed around 1875. With no other available water supply, the residents and businesses would be under great hardship should the city’s system fail or become contaminated. The undersized and aging infrastructure poses increased threats due to fire flow limitations, excess water pressures, and has caused multiple breakages leading to numerous emergency repairs.

Project Description: The funding for this project would be used for the construction of a Water Storage Tank on the south side of the Humboldt River in the City of Elko providing backup water storage for a disadvantaged area that includes residents, businesses and an elementary school. The City of Elko needs to reconstruct a water storage tank that was taken out of service in the fall of 2023 due to water quality concerns as the interior tar coating failed and started coming off the walls and floor of the tank. Due to the coating failure the structure of the tank has been compromised from the water being behind the coating causing extensive rust and pitting of the steel. Many of the tank rafters have extensive pitting and holes in them. A decision has been made to reconstruct a new tank due to the age of the existing tank and extensive damage to the steel structure. The city would like to construct a 2-million-gallon concrete tank on the south side of the river to serve an area that only has one storage tank without additional storage redundancy.

Project Name: Dayton Sewer Main and Manhole Rehabilitation Project

Project Description: The funding would be used to rehabilitate 2,790 linear feet of gravity sewer line, replace 1,320 linear feet of gravity sewer line, rehabilitate 40 manholes, and replace seven manholes in the old town area of Dayton, NV. The existing infrastructure has reached its useful life and is at risk of failure. The recommended replacement and rehabilitation plan is based on a condition assessment report from Farr West Engineering. This project addresses critical structural elements that need to be mitigated to ensure continued compliance with the regulatory requirements of the Clean Water Act. This project appropriately uses ratepayer funds, and it is anticipated to benefit the community through improved infrastructure resiliency and reliability. This is a valuable use of taxpayer funds to ensure that the area's sewer system is kept enclosed and safe to protect the community's health.

Project Description: The funding for this project would be used to remove existing water distribution lines that are unreliable and made with brittle material, such as Schedule 40 or asbestos cement pipe, from the southern district of the Gardnerville Ranchos General Improvement District (GID), and replace them with appropriate infrastructure to deliver clean drinking water. This project is of high priority for the GID because the water lines provide essential potable water service to residents of the community and the age of the current water lines in this area are leading to increased pipeline breaks and water loss. The Phase 2B waterline improvements have been designed and are ready to move into the construction phase. Phase 2B will replace 20,000 linear feet of 4", 6", and 8" Schedule 40 PVC waterline with 6" and 8" C900 PVC pressure pipe. The replacement also includes new fire hydrants and water services.

These breaks result in the issuance of precautionary boil water notices to many homes. The water main was designed and installed to a different standard than today, and the lack of operational inline shutoff valves makes it challenging to isolate water main breaks and leaks. The replacement of this water main will meet and fulfill the requirements of Section 1452 of the Safe Drinking Water Act (42 USC 300j-12) by replacing this aged and hazardous infrastructure with a safe and reliable water main.

In early 2023, it was discovered that the lower portion of the pipe is severely corroded, dumping all contents directly into the ground; potentially exposing groundwater to contaminants. This project will meet and fulfill the requirements of Title VI of the Clean Water Act, (33 USC 1381 et seq.) by ensuring groundwater is not exposed to contaminants that the existing infrastructure currently poses.

Most importantly, the system can be operated intermittently with extended shutdown, which provides TMWA's flexibility for seasonal operation of the wells and benefits the local community.
