WASHINGTON, D.C.– Congressman Mark Amodei (NV-02) released the following statement today after voting against H.R. 4863, theUnited States Export Finance Agency Act of 2019:

“This is not the same bill from four years ago. In 2015, I was proud to join more than 200 of my colleagues in support of Ex-Im Bank reauthorization, because I believe in the Bank’s mission to ensure our nation’s businesses remain competitive against our foreign challengers. My support for this mission has not wavered. However, what has changed, is my willingness to support legislation that ignores the mission of addressing the structural abuses in China that hinder U.S. competitiveness, like intellectual property theft and illicit technology transfer, which could be aided by Ex-Im financing. I will not ignore these facts to support a foreign government who has done nothing to engender trust.

“Additionally, today’s legislation has no chance in the Senate, and the Administration has come out in opposition because it includes unnecessary provisions, adding excessive costs and bureaucratic reporting requirements to the Bank. Also, by picking winners and losers with regard to its green energy mandate, this legislation potentially places American exporters at a competitive disadvantage against other nations’ global export agencies, including those subscribing to the Paris Climate Accord, that may not be required to adhere to the same regulations. While I’ve always supported a comprehensive energy strategy and Ex-Im’s core mission, in its present form, the unnecessary provisions included in this legislation ultimately distract from the Bank’s ability to ensure our businesses are able to compete on a level playing field in the global economy.”
